David Bullard has been with Research & Planning since 1996.
He received his BA in Economics with a minor in English from Brigham Young University in 1995. He was awarded an MBA at the University of Wyoming in 2004. He is a member of The Honor Society of Phi Kappa Phi and Beta Gamma Sigma.
David began his career at Research & Planning by assigning Standard Industrial Classification (SIC) Codes to new employers. Later, from April 1999 to April 2000, he supervised the work of several coders and checked their work for consistency and accuracy.
From July 1997 to July 2000 he ran the LAUS program where he produced estimates of labor force and unemployment for Wyoming and its 23 counties. In 1998 he took over writing the monthly News Release which provides a summary of the Wyoming labor market. He was named the Employment Resources Division employee of the year in 1998.
Since April 2000, David has managed the Current Employment Statistics (CES) program, which produces estimates of employment by industry for Wyoming and its two metropolitan areas.
Since October 2011, David has managed the Census of Fatal Occupational Injuries for the section.
