The second quarter of the year traditionally has higher payroll and employment levels, due to seasonal workers in industries like Agriculture, Manufacturing and Construction. In the second quarter of 1996, however, Construction is down 1.5 percent from 1995. Schools letting out for the summer, with students and teachers taking on summer jobs, also contributes to higher payrolls and employment levels in the second quarter (Local Education is a subgroup of the Local Government industry). Due to the Local Education phenomenon, the second quarter also has the highest number of multiple jobs (refer to the article, "Wyoming Unemployment Insurance Wage Record Summary Statistics", November 1996 Trends).
One half of the counties had negative changes in employment over the year (see Table 2). Sweetwater County had the largest percent decrease (3.9%) concurring with the Mining industry decline statewide (see Table 1). Big Horn County had the largest percent increase in employment (3.6%). These counties also corresponded in payroll shifts, although Weston, Carbon and Niobrara Counties had larger percent declines than Sweetwater. Campbell County continued to grow economically with total payroll increasing 4.5 percent, while Natrona County monthly employment diminished by 1.4 percent. Average Weekly Wages increased substantially in Sublette, Park, Sheridan and Crook Counties and decreased in Laramie, Uinta, Niobrara and Hot Springs Counties.
The Wyoming economy remained stagnant with employment flat statewide--only a 0.5 percent increase from second quarter 1995 to 1996. Total Payroll was up only 1.6 percent and wages were up even less (1.1%). Both payroll and wages increased far below inflation (2.8%). The Manufacturing industry had the largest increases statewide from the previous year in employment, payroll and average weekly wage (13.6%, 24.5% and 9.6%, respectively). The majority of these increases were due to a large firm changing its primary industrial activity. State Government average weekly wages had the largest decrease (4.0%). Mining continued to decrease in total payroll and average monthly employment (6.2% and 7.0%, respectively). Interestingly, Federal Government had a decrease of 1.8 percent in employment but a 6.5 percent increase in payroll and an 8.5 percent increase in weekly wages. This is due to an employment cut at the lower end of the pay scale, which caused employment to decrease but caused the average wage to increase substantially.
