Carbon, Converse & Natrona Counties

In 1994, the Central Region’s major employment was in Services (21.4%), Retail Trade (21.3%), Local Government (14.8%) and Mining (8.1%), while in Wyoming, the top four industries were: Retail Trade (20.5%), Services (20.3%), Local Government (16.2%) and Mining (8.5%). Manufacturing made up less of a percentage of employment in the Central Region (6.1%) than it did statewide (4.8%). Mining dropped significantly in relative shares of employment (10.1 to 8.1%); Construction also declined (5.9 to 5.1%), as did Finance, Insurance, & Real Estate (4.3 to 3.6%), due mainly to employment changes in Natrona County. Also due to the influence of Natrona County’s economy, Retail Trade, Services and Local Government were the only industries with substantial increases in employment in the Central Region of Wyoming.

The four largest industries in Carbon County changed from 1990 to 1994. In 1990, they were: Retail Trade (19.4%), Local Government (19.0%), Services (13.9%) and Mining (11.8%) while in 1994, the first three largest industries remained the same (20.8%, 18.5% and 15.7%, respectively) but Manufacturing replaced Mining as the fourth largest industry. The industry proportions in Carbon County in 1994 are roughly comparable to the state as a whole, except for Manufacturing, which at 9.4 percent of the county's covered workforce is nearly double the statewide proportion. Consistent with the Central Region as a whole, Mining, Construction, Federal and Local Government declined. Retail Trade, Services, Wholesale Trade and Transportation & Public Utilities increased in relative employment shares from 1990 to 1994.

In 1990, Local Government (22.5%) was the predominant industry in Converse County, increasing substantially in relative shares in 1994 (24.8%). The only other increasing industry in Converse County was Construction (5.1 to 5.6%). Mining (16.7 to 15.3%), State Government (3.6 to 3.1%) and Transportation & Public Utilities (11.6 to 10.7%) decreased in Converse County from 1990 to 1994; these industries are traditionally higher paying industries.

Natrona County's four largest industries by employment in 1994 included: Services, Retail Trade, Local Government and Wholesale Trade, with Wholesale Trade making up twice the percentage of employment compared with Wyoming statewide. Although Wholesale Trade has not changed significantly in percent employment (from 7.5% in 1990 to 7.4% in 1994), it moved into fourth place among the top four industries. Mining, on the other hand, was in fourth place in 1990 but has since declined dramatically in relative share (8.8 to 7.2%). State Government in Natrona County (2.7%) is less than one-half the relative share compared with Wyoming statewide (5.6%). Besides being the top industries in Natrona County, Retail Trade, Services and Local Government also increased in relative employment share the most from 1990 to 1994 (20.9 to 21.9%, 21.9 to 24.2% and 11.6 to 12.5%, respectively). Again, this growth occurred in low wage industries. In addition to the declining Mining industry, Construction and Finance, Insurance, & Real Estate also decreased in relative shares (6.3 to 5.4% and 4.9 to 3.9%, respectively).
