Local Jobs and Payroll in Wyoming in First Quarter 2016: Job Losses Continue

The Research & Planning section of the Wyoming Department of Workforce Services reported today that from first quarter 2015 to first quarter 2016 total unemployment insurance (UI) covered payroll decreased by $243.5 million (-7.6%). Employment fell by 9,367 jobs (-3.4%) and average weekly wage decreased by $39 (-4.3%). As in previous quarters, the largest job losses occurred in the mining sector (including oil & gas; 6,092 jobs, or –23.0%). In terms of dollars, UI covered payroll represents approximately 91.5% of all wage and salary disbursements and 43.8% of personal income in the state (U.S. Bureau of Economic Analysis, 2014). Analysts have noted that “minerals related employment is one of the key predictors of sales and use tax revenue” in Wyoming (CREG, 2010).

Employment rose in seven counties and fell in 16 counties (see Table). Total payroll increased in eight counties and decreased in 15 counties.

Teton County gained 672 jobs (3.7%) and its total payroll rose by $17.7 million (9.3%). Large job gains occurred in construction, accommodation & food services, administrative & waste services, local government, and retail trade.

Albany County added 405 jobs (2.7%) and its total payroll grew by $4.5 million (3.1%). Job growth was seen in state government, construction, other services, retail trade, and health care & social assistance.

Employment grew by 193 jobs (3.4%) in Lincoln County and its total payroll increased by $2.0 million (3.4%). Job gains were seen in construction, local government, retail trade, manufacturing, and administrative & waste services.

Natrona County lost 3,560 jobs (-8.4%) and its total payroll decreased by $94.6 million (-17.8%). The largest job losses occurred in mining (including oil & gas), and employment also fell in manufacturing, wholesale trade, accommodation & food services, transportation, and other services.

In Campbell County, employment fell by 2,042 jobs (-7.3%) and total payroll decreased by $59.2 million (-14.3%). Job losses were seen in mining (including oil & gas), construction, accommodation & food services, wholesale trade, and other services.

Sweetwater County lost 1,417 jobs (-6.0%) and its total payroll declined by $40.2 million (-11.5%). Sizeable job losses occurred in mining (including oil & gas), transportation & warehousing, wholesale trade, construction, and real estate & rental & leasing.

Fremont County lost 662 jobs (-4.1%) and its total payroll declined by $15.7 million (-9.7%). Employment fell in mining (including oil & gas), local government, real estate & rental & leasing, transportation, and accommodation & food services.

Employment fell by 659 jobs (-14.5%) and total payroll decreased by $17.4 million (-24.3%) in Sublette County. The largest job losses occurred in mining (including oil & gas), accommodation & food services, transportation & warehousing, real estate & rental & leasing, and professional & technical services.

Uinta County lost 542 jobs (-6.2%) and its total payroll declined by $11.1 million (-12.2%). Construction employment fell by approximately 300 jobs and smaller job losses occurred in mining (including oil & gas), professional & technical services, administrative & waste services, and wholesale trade.

 


Preview—Second Quarter (April through June) 2016 Covered Employment & Wages

According to preliminary data, employment declined from second quarter 2015 to second quarter 2016. Total payroll fell by $182.9 million (-5.7%) and employment decreased by approximately 10,500 jobs (-3.7%). Job losses occurred in mining (including oil & gas; approximately 5,500 jobs), construction (approximately 1,700 jobs), transportation & warehousing (approximately 1,100 jobs), manufacturing (approximately 600 jobs), and accommodation & food services (approximately 500 jobs).
