Local Jobs and Payroll in Wyoming: Weak Job Growth Continues in Second Quarter 2013

The Research & Planning section of the Wyoming Department of Workforce Services reported today that total unemployment insurance (UI) covered payroll increased by $17.5 million (0.6%) in second quarter 2013. Employment rose by 390 jobs (0.1%) and average weekly wage increased by $4 (0.5%). In second quarter, employment grew slightly faster than its five year average, but total wages grew at a slower pace than its five year average and average weekly wage also grew at a slower pace than its five year average. Job losses in the mining sector (including oil & gas) continued (-1,469 jobs, or -5.3%) and overall job growth weakened further. In terms of dollars, UI covered payroll represents approximately 91.5% of all wage and salary disbursements and 43.8% of personal income in the state (U.S. Bureau of Economic Analysis, 2013). Analysts have noted that “minerals related employment is one of the key predictors of sales and use tax revenue” in Wyoming (CREG 2010).

Despite the recent growth, overall employment remains approximately 6,200 jobs (2.2%) below its second quarter 2008 level. In short, the state has yet to make up all the job losses of 2009 and 2010.

Although mining employment fell at the statewide level, it increased in Natrona County. This growth may be related to increased oil & gas activity in neighboring Converse County. Construction employment increased statewide, in Natrona County, and in Laramie County.

Employment rose in 10 counties and fell in 13 counties (see Table). Total payroll increased in 15 counties and decreased in eight counties.

Laramie County added 1,448 jobs (3.3%) and its total payroll rose by $22.2 million (5.1%). Large job gains were seen in construction, retail trade, and ambulatory health care services.

Natrona County gained 842 jobs (2.1%) and its total payroll increased by $8.9 million. The largest job gains occurred in accommodation & food services, mining (including oil & gas), health care & social assistance, and construction. Job losses were seen in other services, manufacturing, and administrative & waste services.

Teton County added 663 jobs (3.9%) and its total payroll rose by $6.8 million (4.3%). The largest job gains were found in accommodation & food services, retail trade, administrative & waste services, construction, and educational services.

Carbon County gained 312 jobs (4.4%) and its total payroll increased by $8.1 million (11.0%). Employment increased in construction, accommodation & food services, health care & social assistance, and administrative & waste services.

Campbell County lost 661 jobs (-2.4%) and its total payroll fell by $482,524 (-0.1%). The largest job losses occurred in mining, construction, other services, and wholesale trade. Employment increased in accommodation & food services.

Sublette County’s employment fell by 651 jobs (-11.5%) and its total payroll decreased by $9.1 million (-11.3%). Mining employment (including oil & gas) decreased by more than 500 jobs and smaller job losses were seen in accommodation & food services, administrative & waste services, and professional & technical services.

Employment in Park County decreased by 417 jobs (-2.9%) and its total payroll decreased by $1.7 million (-1.3%). Large job losses were seen in retail trade, construction, and accommodation & food services.

 


Preview—Third Quarter (July through September) 2013 Covered Employment & Wages

According to preliminary data, job growth increased modestly in third quarter. Total payroll rose by $65.7 million (2.1%) and employment increased by 1,270 jobs (0.4%). The largest job gains occurred in accommodation & food services (approximately 600 jobs), retail trade (approximately 500 jobs), transportation & warehousing (nearly 300 jobs), and real estate & rental & leasing (nearly 300 jobs). Large job losses were seen in mining (including oil & gas; approximately 700 jobs) and other services (approximately 500 jobs).

Detailed covered employment and wages data for 3rd Quarter 2013 are scheduled to be released on May 2, 2014.
