The % Change calculation measures the annual average increase in the so-called "cost of living". For example, the 1991 Annual Average Index of 136.2 is subtracted from the 1992 index of 140.3. The difference of 4.1 is then divided by 136.2 for a 1991-92 percent gain of 3.0 percent.
