The Research & Planning (R&P) section of the Wyoming Department of Workforce Services publishes quarterly turnover data online and in issues of Wyoming Labor Force Trends. Turnover data for fourth quarter 2024 (2024Q4) are published at the industry and county levels on pages 12 and 13 of this issue, respectively.
Essentially, turnover refers individuals who were not continuously employed for three consecutive quarters in a given quarter. The turnover rate is calculated by dividing the number of non-continous employment by the total number of persons working in that quarter. For most of the last 20 years, Wyoming employment and the turnover rate followed the same general pattern (see Figure 1). During times of economic expansion, the turnover rate increased with added jobs. During periods of economic downturn, the turnover rate decreased. R&P defines an economic downturn as a period of at least two consecutive quarters of over-the-year decline in average monthly employment and total wages based on data from the QCEW. These periods of economic downturn are shaded gray in Figure 1.
In recent years since the Covid-19 pandemic, however, Wyoming has seen a shift in this relationship. The post-pandemic period is shaded in red in Figure 1. Even though Wyoming has seen steady, moderate over-the-year growth since 2021, the turnover rate has continued to decline.
Will these trends continue? What are the underlying causes? This topic will be the subject of future research when more recent quarters of data become available.
